Building on my activism in Olympia, I will work for charter amendments that address these and other emerging concerning issues in Clark County.

  • Vagrancy: homelessness, substance abuse, and related petty crime remain serious and visible problems. Occasional progress has been made, but gains need to be secured and made sustainable.
  • Affordable Housing: Vancouver remains an attractive home location in the region, where demand is sustaining higher home prices. Taxes, County growth and constraints need to be balanced to keep our communities enjoyable.
  • Law Enforcement: The Sheriff’s department is underfunded. I will work for ways to prioritize spending on law enforcement. Increased public safety and enforcing laws already on the books will, in turn, help with other key issues.
  • People’s Voice: I support voting method simplicity, expanding access to initiatives and referenda, and breadth of elected offices, all of which encourage participation in government.

In my review of the County Charter, I will work for amendments that will improve government operations and our County’s trajectory.

Concerns About My Opponent’s Positions

  • “I’m non-partisan” and “I’m proud to be endorsed by the Clark County Democrat party.”
     – Quotes from Cathie Garber at candidate forum, October 8, Felida Neighborhood Association.
    Bob’s analysis: These statements are completely inconsistent. She can’t possibly be both at the same time. Perhaps the review commission needs to make these positions partisan again.
  • “We shouldn’t restrict the government”
    – Quote from Cathie Garber at candidate forum, October 15, University Village. This was in reference to potential charter amendments.
    Bob’s analysis: Does this statement from a lifelong government employee sound like she’s working for the citizens?
  • Ability to represent The People over her former employer.
    Voters should ask how Cathie Garber, after 15 years as Director of the Election Department under Auditor Greg Kimsey, can represent the constituents of District 2 without bias. How will she vote when amendments on election rules are debated? After such a long time in County government, will she want to protect her county employee friends preferred policies? Any relationship she had or still has with County employees presents potential conflicts of interest.

Campaign Statement:

  • Clark County was a great place to raise a family when I moved here sixteen years ago. But I’m worried we’re losing what made it special. For most, it still is a great place, but I remain deeply concerned with the county’s trajectory – students and schools are lagging, law enforcement is underfunded, and vagrancy remains a threat to safety and livability.
  • My political views are rooted in fiscal conservatism, small government, and protection of individual rights. I’ll only support amendments that lead to responsible spending. Affordability of new programs or projects should be clearly communicated to county citizens.
  • As one of your three Charter Review Commissioners in Council District 2, I promise to use my 30 years of solving complex technical and management issues for large organizations to improve our county government Charter. I humbly ask for your vote so we can build a safer and stronger Clark County.

About Me:

  • I’ve lived with my beautiful, hardworking wife, Katie, and my daughter, now a college senior, in the Felida neighborhood since 2009.
  • I’m retired from a 30+ year aerospace engineering and enterprise risk management consulting career.
  • Currently, I’m a volunteer director of a health education non-profit, with six years of health science research and educational event planning – mainly lobbying in Olympia on legislative issues.

Education:

  • I’m still learning every day. I have a BS in Aerospace Engineering (Colorado) and an MBA in Finance (California-Irvine).

Community Service:

  • Stream Team-certified Stream Steward restoring Salmon Creek watershed, a program through Clark Public Utilities (2018-2020).
  • Certified Election Observer at Clark County Elections Office in every primary and general election since 2022.
